Vice President, Program Management and Evaluation
Richard Offner is Danya’s Vice President for Program Management and Evaluation. In this role,
he provides operational leadership for programs and services in public health, mental health,
substance abuse, and housing that include services such as research, program evaluation, training,
technical assistance, knowledge management, and publication development. He has more than 25 years
of experience managing complex, interdisciplinary organizations and is an accomplished and successful
program developer, manager, and consultant. Prior to joining Danya, Dr. Offner was a Sr. Vice President
at DB Consulting Group, and formerly was a research professor and directed the Rural Institute on
Disabilities at the University of Montana. He has worked extensively with local, state, national,
and international government agencies, universities, and nonprofit organizations, and has applied
a proven results-oriented management style in management positions in academic, nonprofit, and
for-profit business sectors. Dr. Offner received his Ph.D. from the University of Wisconsin – Madison,
and has a solid portfolio of success in strategically planning, funding, and overseeing a diverse array
of programs and projects.
