Danya Wins Contract to Provide Training and Technical Assistance to Center for Substance Abuse Treatment Grantees

Silver Spring, Maryland (September 9, 2008)– Danya International, Inc. (Danya), a communications, research, and technology firm, has partnered with Research Triangle Institute (RTI), to win a contract from the Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Treatment (CSAT), to support the agency in implementing initiatives to assess program performance. Federal agencies are required by the Government Performance and Results Act of 1993 (GPRA) to develop and monitor performance measures that demonstrate accountability in agency programs.

As a subcontractor to RTI, Danya will be responsible for the following projects:

  • Provide training and technical assistance (TA) to more than 1,000 grant programs throughout the United States on performance measurement and capacity building.
  • Write and distribute a quarterly newsletter on evidence-based practices, grantee profiles, and general information for all CSAT grantees.
  • Manage the CSAT GPRA Help Desk, which supports CSAT grantees in resolving clinical and programmatic issues.
  • Provide logistical support for all training and TA activities across the country.
  • Develop online courses, e-learning portals, and a number of multimedia information tools in support of CSAT's Service Accountability Improvement System (SAIS) training and TA.

Danya begins work on these projects November 1, 2008. The contract award is for 5 years.

"Danya is a leader in designing and implementing innovative performance assessment tools and practices that demonstrate programs are achieving established agency goals," explained Karl Maxwell, Danya Project Manager. "It is critical to the mission of this agency and the recipients of its services that the programs are meeting and exceeding performance standards. Danya is committed to supporting the Center for Substance Abuse Treatment in continuing to deliver a level of excellence that is the cornerstone of its treatment and prevention efforts."

SAMHSA's CSAT is responsible for leadership in the nation's efforts to treat/prevent alcohol and drug abuse among the nation's citizens, the provision of assistance to communities and states in support of their treatment efforts, and the assessment of the effectiveness of substance abuse treatment programs. All federal agencies are required by GPRA to develop and monitor performance measures so that they can demonstrate accountability for all of their programs. Under GPRA, CSAT has established program-specific performance targets and regularly must measure performance against those targets and report the results to Congress annually. According to the SAMHSA Web site, "GPRA is intended to increase program effectiveness and public accountability by promoting a new focus on results, service quality, and customer satisfaction."
