IDIQ Contracts
USAID Support for Food Security Activities (SFSA) Indefinite Quantity Contract (IQC)
Danya, as subcontractor to ACDI/VOCA, supports the USAID Support for Food Security Activities IQC. The goal of the project is to reduce hunger and improve nutrition in eastern and southern Africa. The contract represents a significant new source of funding for agricultural development and food security programs in countries of the Common Market for Eastern and Southern Africa (COMESA), as well as Tanzania. Activities and programs implemented through the contract support the Comprehensive Africa Agriculture Development Programme (CAADP) framework and the efforts of key African institutions to increase investments in agriculture and promote regional trade and integration.

The SFSA IQC is designed to provide an efficient, rapid mechanism for the implementation of both regional and bilateral activities. Firms that become part of SFSA, their partner organizations, and their subcontractors/subgrantees will have an opportunity to submit proposals in response to task orders to implement both large and small projects in support of significant improvements in the productivity and market competitiveness of farmers, and the reduction of barriers associated with the trade of staple food and livestock in the region, some of which include development-oriented humanitarian responses.

The contract supports the following technical areas:

  • Agricultural productivity
    • Technology development and transfer to farmers
    • Seed and input supply systems
    • Soil and water management
    • Crop and animal management
    • Post-harvest technology and storage
    • Credit and financial services
  • Market facilitation and value chain development
    • Producer/trader association development
    • Business development services
    • Market information delivery through mobile phone, radio, and other media channels
    • Storage and warehousing
    • Warehouse receipt programs
    • Financial services
    • Public-private partnerships and corporate social responsibility
  • Trade facilitation, regulatory, and policy reform
    • Trade and transit facilitation and customs reform
    • Quality and SPS standards
    • Contracts
    • Finance
    • Intellectual property
  • Humanitarian response
    • Food aid management
    • Local and regional procurement of food aid
    • Design and management of voucher and cash transfer relief systems
    • Nutrition relief and education, and food fortification
  • Information and knowledge management
    • Synthesis of experiences and best practices
    • Development and use of training materials
    • Fostering communities of practice through Web-based and other technologies
  • Organizational development
    • Capacity building/strengthening of African organizations and private-sector associations
  • Evaluations, analyses, workshops, regional coordination meetings, and other short-term tasks related to the scope of work
This list of tasks represents minimum technical task areas and should not be considered all-inclusive. The scope of technical assistance required to cover potential activities that are necessary to address the problems and impediments to staple foods productivity, competitiveness, and trade in COMESA member states plus Tanzania includes special attention to linking vulnerable groups to markets and economic opportunities. It is expected that supported programs will provide subcontracts and grants to African regional organizations, private-sector associations, nongovernmental organizations, and other partners, leading to African-led sustainability of activities.
